Voracious Reader

Voracious Reader lets you make Skill magazines out of damaged/ruined/burnt books and Wonderglue.

At level 22, my most-used skills are already on 80, but with the Comprehension perk and a skill magazine, I can get them to 100.

This is not a super fantastic perk, but by level 22, there are few or no game breaking perks to get, and this one is as good as any.

You'll need old books. The houses in Goodsprings have quite a few. The Bison Hotel has tons, mainly on the 2nd and 3rd floors. In my current game, I picked up all the books I saw along the way and let ED-E carry them and store them in my Novac apartment.

Image It takes 2 blank magazines ( = 2 old books) and 1 Wonderglue to make a Skill magazine. 
By level 22, I had over 200 books. That was a lot easier than the previous time when I waited until I got the perk and then went looking for books. 
Once you get the perk, you just pick up all the books you have saved and the perk converts them. It takes 20 seconds or so. The first time, when I transferred the books from a cabinet to my backpack, I saw them showing up unchanged in my Misc tab, so I didn't think it was working. Give it time.

Image Harder than getting books was getting Wonderglue when I waited until L22 to start looking for them. I had a hard time getting 20. When I picked them up along the way, I got 72.

One problem was that I've always made a lot of Weapon Repair Kits which also requires Wonderglue, as shown in the picture.

I assumed in this playthrough that if I was going to get Voracious Reader, I couldn't afford to make WRKs, but I didn't consider that a big problem because I normally just let ED-E repair my weapons.

I didn't make any WRKs in the current game but was still surprised to see that I had gotten 72 Wonderglues. Usually, Duct Tape is the hardest component to get for WRKs, so it was an even bigger surprise to have gotten 42.

With the components shown, the most WRKs I could have made was 42, being limited by the number of Duct Tapes. Even if I had made WRKs, that would have left 30 for making Skill magazines

But since I've made it this far without WRKs, my plan now is to use all 72 Wonderglues for making Skill magazines. The magazines which would benefit me the most from copying are

  • Locksmith's Reader (lockpicking)
  • Meeting People (speech)
  • Milsurp Review (guns)
  • Patriot's Cookbook (explosives)
  • Programmer's Digest (hacking)
  • True Police Stories (critical chance)

Making these even better are the Comprehension perk which doubles their effects and Retention which increases the duration of their effects from 1 minute to 3 minutes, though lockpicking, speech, and hacking don't benefit much, if any, from the duration boost.

In summary, my limited experience after making a bunch of the above magazines, makes me think that this is only of significant value when fighting a crowd, such as the ending Hoover Dam battle.

In a small, short fight, you have to stop and read the magazines and take the meds that help, which is a nuisance. But I have to admit that when I was fighting Deathclaws on level 22, I was happy for all the help these things provided.
